For the most part, anyone advertising themselves as having the keys to the Google universe are snake oil salesmen. Any and all of the best SEO methods out there are freely available, published and video-tutorialed by Google. If you need someone to manage your SEO, who doesn't guarantee any pie-in-the-sky magic tricks, who instead is just a ghostwriter for your blog, keyworder, HTML/CSS editor, hire a knowledgeable intern/assistant or a few from a local college, someone in comp sci and/or web development.

That's my 2 cents, anyhow.
